The mission of the center is to enhance cooperation and build relationships through mutual understanding and study of comprehensive security issues among military and civilian representatives of the Asia-Pacific nations, including the Unites States. The center builds on a series of bilateral relationships among the 43 nations in the Asia-Pacific region by focusing on the broader multilateral approach to addressing regional security issues and concerns.

First Senior Executive Course

The first Senior Executive Course, held 8-14 August 1999, brought together 15 senior military and their civilian-equivalent leaders at the two-and-three-star level from 14 countries in the region: Australia, Bangladesh, Canada, Indonesia, Japan, Korea, Malaysia, New Zealand, Philippines, Russia, Singapore, Sri Lanka, Thailand, and the United States.

The intensive one-week program focused on managing the impact of regional economic, political and technological change on evolving military roles and capabilities. Through a challenging curriculum of interactive workshops, game scenarios, and guest speakers the senior leaders had opportunities to share perspectives and develop cooperative approaches to security issues of common concern.

Speakers included: Adm. Dennis C. Blair, Commander-in-Chief, U.S. Pacific Command; Dr. Seiji Naya, Director of Hawaii’s Department of Business, Economic Development and Tourism; Ambassador Yukio Satoh of Japan, Ambassador to the UN; Honorable Richard Danzig, U.S. Secretary of the Navy; Dr. William Perry, Professor, Stanford University and former U.S. Secretary of Defense; Dr. Harry Harding, Dean of the Elliot School, George Washington University; and Mr. Ralph Cossa, Executive Director, Pacific Forum, Center for Strategic and International Studies in Honolulu.

Biennial Conference of the Asia-Pacific Center for Security Studies: Security in a Time of Economic Recovery

About 200 regional senior policy-makers, military and government officials and academics gathered in Honolulu 30 August-2 September 1999, to present an update of security concerns to the leaders in the region.

Attendees were welcomed to the four-day event by Adm. Dennis Blair, Commander-in-Chief, U.S. Pacific Command, Honolulu Mayor Jeremy Harris, UN Assistant Secretary General Nay Htun, and Asia-Pacific Center for Security Studies President H.C. Stackpole.
