-The spirit of that theme [‘Bridges of Friendship’] permeated all the events and venues during the Fleet Review. It remains to be seen what long term benefits in bilateral or multilateral relations will be reaped from the seeds of friendship and understanding that were sown here in Mumbai.

Capt. Holmes praised the way the Indian Navy expertly coordinated the numerous events and massive logistics required for 79 ships. He said, "From my vantage point, every event was a complete success." He pointed out that the International Fleet Review demonstrated why India believes their navy "should be counted amongst the premier navies of the world."

Capt. Holmes stated he was proud that the USS Cowpens represented the U.S. at the review and hoped "our participation will contribute to better mutual understanding and to a strengthening of our professional relationship with the Indian Navy in the coming years."
