Holistic Approach to Governance

Besides the tougher position of UNTAET-PKF, another important factor that contributes to its success is the espousal of the holistic approach to governance. Right at its inception, UNTAET-PKF realises that the maintenance of peace and security can only be achieved with the support and co-operation of East Timor’s population. To meet this objective, UNTAET-PKF follows a multi-pronged strategy that aims to provide both economic and social security in the territory on top of the military component.

An important constituent of the peacekeeping efforts is thus the branch of Civil-Military Affairs (CMA). It coordinates the various humanitarian activities by other UN agencies, the Non-Government Organisations (NGOs) and the local support groups. This thus contributes to an integrated reconstruction effort in East Timor.
