Exercise Southeast Asia Cooperation Against Terrorism (SEACAT) was conducted in the Philippine and South China seas. SEACAT enhances tactics to counter criminal and terroristic situations encountered by maritime forces. Liaison officers from five Asia-Pacific nations participated with the U.S. Navy.
