Indonesia’s Chief of Naval Staff Adm. Indroko Sastrowiryono and then U.S. ambassador to Indonesia Robert S. Gelbard launched the first phase in the CARAT 2001 series on 17 May.  This series, ending 24 May, focused on developing universal skills necessary to render humanitarian assistance or respond to a natural disaster.

As in previous CARAT Indonesia exercises, the U.S. Navy provided medical, dental, and eye care to several communities.  Members of the U.S. Naval Mobile Construction Battalion 1, forward deployed to Guam, rebuilt two bridges and built sanitation facilities on Singkep Island.  U.S. Army veterinarians examined domestic and farm animals in Sukabumi, West Java.  Commenting on CARAT’s civic action program, Adm. Indroko said, “[The program] is really appreciated, as it will help [relieve] people ... from economic burdens [they] have ... suffered for several years.  This humanitarian assistance is especially needed by people living in remote and isolated areas.”
