planning process.

Each of the five
mornings, the Staff Planning Workshop included briefings and discussions
on planning considerations. Discussions included crisis action procedures;
the national disaster response organization and capabilities of the Philippines,
the Republic of Korea, and Canada; the disaster response capabilities
of non-governmental organizations; virtual planning resources; the science
of volcanoes; and medical aspects of disaster response. Classes were designed
to provide participants with subject matter expert information required
to perform their planning responsibilities, and to give them an appreciation
for the capabilities of other countries, supporting agencies, and organizations.
Afternoon sessions
consisted of group discussions that led to development of the:
- Mission Analysis
brief on day 1.
- Initial Course
of Action (COA) brief "on day 2.
- COA Analysis and
Comparison on "days 3 and 4.
- Staff estimates
and COA Decision brief for the MNF Commander, AFP Brig. Gen. Roberto Santiago,
on day 5.

Brewster, USAF, Chief Controller, and Brig. Gen. Roberto Santiago,
AFP, Commander of a simulated multinational task force, view the
operational area for the simulated disaster relief operation in
the Philippines. The MPAT workshop was co-sponsored by the Armed
Forces of the Philippines and the U.S. Pacific Command.

The workshop successfully
achieved its three primary objectives:
1. Understand and
refine common Crisis Action Planning procedures for a multinational military
response.
2. Identify planning
requirements for a multinational response to humanitarian assistance/disaster
relief scenarios.
3. Practice and refine
procedures for multinational information sharing networks and collaborative
planning tools.
Brig. Gen. Santiago
praised the MPAT planners collective efforts in developing and presenting
the Commanders Decision brief with a well thought-out and detailed
Course of Action.
