Brig.
Gen. Wurster, who also commands JTF 510 and was in Hawaii to host PASOC
2002, shared his insights on the success of the joint-combined operation
in the Philippines that is addressing the terrorism threat there.
Col.
Corpus added his insights, warning "you can not address the problem
of terrorism by military alone." He continued, "We need to
compare terrorism with a deep-rooted tree. Those roots that feed into
terrorism are low quality education, distribution of wealth among the
few, and control of land by few."
Col.
Corpus explained that as the poor get poorer, the gap between haves
and have nots gets wider. "So you have corruption of poverty and
double standards, which equal the root of insurgency. The Philippine
end-state is to eradicate the root causes of insurgency, provide for
people empowerment, defeat armed insurgency, provide sustainable development
and the creation of a physically and psychologically secure environment.
Education is a leveling factor to bridge the gap."
