Military Operations and Space

The conferees learned about another emerging area of law and operations as Dr. Joan Johnson-Freese, U.S. Asia-Pacific Center for Security Studies gave an overview of military operations and outer space. Col. John E. King, USA, Chief Counsel, U.S. Space and Missile Defense Command, spoke about military operations and space law, while Mr. Philip Meek, U.S. Secretary of the Air Force Associate General Counsel for International Affairs, provided his insights on the subject of cyberspace and the use of force. Wg. Cmdr. Paul Cronan of Australia then presented an address on behalf of Gp. Capt. Ric Casagrande, CSM, Director of Operations and International Law, Department of Defence, Australia, on issues in space-based support of operations.

Maritime Operations

The second panel discussion, moderated by Professor Sam Bateman, Associate Professor and Principal Research Fellow, University of Wollongong, Australia, addressed the "Law of Armed Conflict and Multilateral Operations at Sea." Professor Ivan Shearer, Stockton Professor of International Law, U.S. Naval War College, spoke about the use of Maritime Exclusion Zones. Capt. George Galdorisi, USN (Ret), Space and Naval Warfare Systems Center, addressed the issues of military activities in exclusive economic zones; and Cmdr. Mark Fitzpatrick, Royal Australian Navy, spoke on blockade, mining and maritime interception operations.

Cmdr. Pete Pedrozo, JAGC, USN, Special Assistant for Oceans Policy, U.S. Department of Defense, provided reflections on "U.S. Oceans Policy and Law" from a U.S. Defense Department perspective, and Lt. Col. Susan Gibson, USA, Assistant Staff Judge Advocate, USCINCPAC, demystified fiscal law and logistics issues in U.S. support of multilateral operations.
