The island of Guam was chosen as the exercise site because of its excellent training areas both on land and at sea. Guam is also the home base of the U.S. Navy EOD Mobile Unit Five, which undertook the primary planning for the exercise.

A veteran of all the four previous TRI-CRAB exercises, Royal Australian Navy Clearance Diver WOCD Steve Woodman, stated that TRI-CRAB 2000 "was the best and most organized" so far.
