Rice, Jr., Kenney Headquarters commander, Hickam Air Base, Hawaii, co-hosted the September 2006 Pacific Rim Airpower Symposium in Jakarta, Indonesia. The symposium endeavored to build and enhance cooperation among the air forces of Asia-Pacific nations. Delegations from Australia, Bangladesh, Brunei, Canada, Fiji, India, Indonesia, Japan, Republic of Korea, Madagascar, Malaysia, Mongolia, Nepal, New Zealand, Philippines, Singapore, Sri Lanka, Thailand, and the United States attended.

People’s Republic of China (PRC) Navy ships, the destroyer Qingdao (DD 113) and oiler Hongzehu (AOR 881), arrived in Pearl Harbor, Hawaii, for a port visit in September 2006. The visit was the first of a two-phase series of exercises and events agreed upon by both countries in the Military Maritime Consultative Agreement (MMCA). The second phase is to occur off the coast of China. The objectives of the MMCA exercises are to improve air and maritime safety, establish long-term working relationships, improve disaster responsiveness, and promote regional security. While in port, the PRC Navy ships conducted a communications exercise with the U.S. Navy to build proficiency in the use of internationally accepted communications protocols. These protocols are key to how sailors communicate with one another on the high seas. The PRC ships also conducted a passing exercise (PASSEX) at sea with the U.S. Navy’s newest destroyer, the USS Chung Hoon (DDG 93). The PASSEX is a routine exercise that focuses on navigation safety at sea. U.S. Navy ships regularly participate in passing exercises with foreign navies around the world. Before departing Pearl Harbor, sailors from the two Chinese ships played a goodwill game of basketball with U.S. sailors at Naval Station Pearl Harbor.
