Australian
and U.S. Forces Strengthening
Regional Security
Exercise
TALISMAN SABER 2005, a biennial exercise held in
Australia, focuses on crisis-action planning and
contingency response, enhancing both nations’ military
capabilities to deal with regional contingencies
and The Global War on Terrorism. Here, Australian

Working with local construction
and support contractors, U.S. Army, Pacific (USARPAC)
engineers built a bridge in Cambodia and two wheelchair
accessible schools in Vietnam. The three projects
are part of USARPAC’s Humanitarian Assistance
Missions under the U.S. Pacific Command’s Theater
Security Cooperation Program. By helping to improve
the lives of others, U.S. Army engineers help build
and strengthen relationships that foster cooperation
and may lead to further humanitarian missions.

and Improving Lives
Exercise BALIKATAN is an annual Philippine-U.S.
military exercise that improves combined planning and interoperability
to enhance military capabilities. BALIKATAN is one of many ongoing
activities under the framework of Republic of the Philippines-U.S.
military security cooperation.

Philippine
and U.S. Forces Provide Disaster Relief for
Typhoon Victims
At the Philippine Government’s request
for humanitarian assistance and disaster relief following devastating
typhoons that struck the Philippines in November 2004, the U.S.
Pacific Command immediately set up Joint Task Force (JTF) 535.
The storms, which occurred over a two-week period, caused massive
mudslides and flooding that displaced about 168,000 people and
left more than 1,400 dead or missing in Quezon and Aurora provinces.

HIV/Aids Conference
More than 300
senior medical and non-medical government and
military officials from 14 Asia-Pacific countries
gathered in Pune, India, at the Armed Forces
Medical College from 2 to 6 September 2004 to
discuss the HIV/AIDS (human immunodeficiency
virus/acquired immune-deficiency syndrome) pandemic
and the military’s role in defeating the
epidemic. Representatives came from Bangladesh,
Cambodia, Fiji, India, Indonesia, Malaysia, Mongolia,
Nepal, Papua New Guinea, the Philippines, Sri
Lanka, Thailand, the United States, Vietnam,
the Joint United Nations Program on HIV/AIDS,
the World Bank, and the World Health Organization.
In addition to the Indian Armed Forces, host-nation
participants included the Border Security Force,
Coast Guard, Indo-Tibetan Border Police, National
Cadet Corps, Assam Rifles, and the civilian police
corps.

Building
Global Networks to Combat Security Threats
Special Operations Forces (SOF)
representatives from 58 countries around the world – including
Australia, Bangladesh, India, Indonesia, Japan, Republic
of Korea, Malaysia, Nepal, New Zealand, Philippines,
Singapore, Sri Lanka, and Thailand – attended
the first International Special Operations Forces
(ISOF) Week conference in Tampa, Florida, to discuss
how growing security threats – the Global War
on Terrorism and transnational crimes, such as drug
trafficking and piracy – around the world require
global cooperation and global solutions. Hosted by
General Bryan D. Brown, Commander of the U.S. Special
Operations Command (USSOCOM), the theme of the June
2005 conference was “Partners in International
Security.”
