Operation Unified Assistance (OUA):
Turning Military Cooperation Into Humanitarian Aid

A magnitude 9.0 earthquake off the Indonesian island of Sumatra triggered a massive tsunami on 26 December 2004, causing unprecedented destruction and suffering across six countries – India, Indonesia, Maldives, Seychelles, Sri Lanka, and Thailand.

Distribution of relief supplies to tsunami victims was the primary requirement for the Combined Support Group (CSG) in hardest-hit Indonesia. There, the CSG supported the United Nation’s Interagency Rapid Health Assessment Team; evacuated injured victims; provided engineering assessments on airfields, ports, landing zones, infrastructure, and damaged structures; built a warehouse; and repaired generators, hospital equipment, and critical facilities.

OUA: Maldives,
Sri Lanka and Thailand

The Combined Support Group (CSG) in Sri Lanka, which included Australian, Canadian, and U.S. forces, worked with the governments of the Maldives and Sri Lanka and with international relief agencies to assist the tsunami victims. The CSG provided fresh water, cleared roads and villages of debris, demolished unsafe buildings, provided medical care, delivered relief supplies, and rendered wells safe for drinking.

Japan Helps
Tsunami Victims

Responding immediately to requests for aid from the governments of Indonesia and Thailand following the Indian Ocean tsunami disaster, the Japanese government ordered the Japan Self-Defense Forces (JSDF) to conduct disaster relief operations. These operations took place from 29 December 2004 to 9 March 2005 and included search and rescue for disaster victims, medical services, epidemic prevention, and transport of relief supplies.

Asia-Pacific Nations Enhancing Military Support to Humanitarian Operations

Exercise COBRA GOLD 2005, the 24th in the annual multilateral exercise series held in Thailand, focused on lessons learned from disaster-relief operations following the 26 December 2004 tsunami that devastated nations surrounding the Indian Ocean. This was the fifth in which Singapore has participated, and the first time Japan has participated since joining the exercise as an observer in 2001.
